Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from different nations. Considerable effort is allocated on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's missile defense activated: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to resigned acknowledgment: maybe the approaching threat won't cause damage this time, sparing the city from ruin and further power outages.
Ongoing Risks
Soon after, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to replace in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its favour.
Existing Situation
Objectively, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
